In May 1892, the Post Office introduced a halfpenny
rate for printed circulars. It was soon extended to
circulars duplicated from typewriting as long as at
least 20 precisely identical copies were mailed
together. Later the regulations were relaxed to allow
all kinds of circulars and printed matter at the favorable rate.
Triangular stamps inscribed with the appropriate telegraphic code
were issued to London offices in 1893. The
triangular stamps were generally discontinued when the
printed matter rate was eliminated in 1968 in favor of
the two-tier (first class and second class) rate system.

enclosure shown on the next page.
