This somewhat tattered cover spent a long time traveling around
India before finally being returned to England. The backstamps
show that the cover traveled to Bombay, Bangalore, and Madras
while in India. It was mailed on May 1, 1947 and the cancel on
the postage due stamp indicates it was returned on August 20.
The one penny stamp indicates that this cover was mailed at
the printed paper rate, but I find it odd that there is no
endorsement or other marking to indicate that rate. Jerry Rogers
told me that the fact that the cover is marked
“If undelivered please return to” indicates that it
is printed matter because a first class letter would have automatically
been returned at no charge and therefore would not need that
request. Also, the fact that the cover is charged the rate of postage
without a penalty indicates that it is a fee for return, rather than
a postage due fee (which would be double the deficiency), and therefore
the 1d rate is correct.
I still find it odd that there is no “Printed Matter”
marking. Does anyone else find that unusual?
