The fourth pane contains an irregular block of six stamps and a label plus a final quote from Machin.

The top and bottom rows contain the two Pricing in Proportion stamps for large letters. These stamps are wider than normal definitive size, so two of them fill a row that normally requires three stamps. The middle row contains the two PiP stamps issued for small letters. Between the two stamps is a portrait of [Sir] Rowland Hill, the postal reformer who was responsible for postal reform and the first postage stamps, including the Penny Black. The value of the six stamps at the time the booklet was issued was £1.74.

The quote is:

I wonder what Rowland Hill, the founder of the Penny Post, would have to say about stamp design today.
